1985 The Intensive Support Scheme (ISS) was established as a multi-agency partnership to provide support programmes to young people aged up to 17 years of age who were at risk of being sent to custody. ISS was created as part of the Worcestershire Diocesan Board of Social Responsibility and its work was overseen by a range of agencies including Social Services and Probation

1990 A ground breaking Emergency Overnight Placement (EOP) service was created to accommodate young people aged 10-17 years of age who were being detained overnight in Police Custody. The EOP accepted referrals from Police stations across Worcestershire and Herefordshire via the Local Authority under section 36 of the Police and Criminal Evidence Act. In 10 years of service the EOP accommodated over 1,000 young people and was highly commended by The Children’s Society.

1992 The ISS name is changed to YSS – Youth Support Services.

1998 YSS develops an Educational Support Project (ESP) working in partnership with schools to raise attendance.

YSS achieves Investors in People award.

1999 YSS develops a Bail and Remand Management service for 10 – 17 year olds across Worcestershire and Herefordshire through a Youth Justice Board grant.

YSS develops a volunteer Appropriate Adult project for young people being detained in custody.


2001 YSS is registered as an independent charity and company limited by guarantee with a Board of Trustees.

YSS develops the Care Link project for children and young people who are in the Looked After system.

In partnership with Worcestershire and Herefordshire Youth Offending Service and Shropshire, Telford and Wrekin Youth Offending Service YSS develops the West Mercia Intensive Supervision and Surveillance Programme (ISSP). This was one of the first ISSP projects in the country and ISSP is described as the Youth Justice Board's flagship programme for working with young people aged 10-17 years of age.

YSS gains re-accreditation for Investors in People.
